The Contractor shall provide the full-time equivalent (FTE) of five personnel to perform the Lead Systems Engineer task. The contractor shall meet the following qualifications:
Four Expert Lead Systems Engineer shall possess the following minimum qualifications: (Activity A) • 15 years of proven experience in systems engineering of complex programs • Experience with DST collection programs, National collection programs, and other U.S. Government collection programs • Familiarity with Agency, IC, or DoD operations and tasking activities • Demonstrated ability to work independently with minimal supervisory direction • Demonstrated interpersonal skills to enable working, interfacing, and interrelating with diverse personnel, operational, technical, and analytic, and other government agencies; ability to work in highly diverse and dynamic teams. • Demonstrated experience with intelligence community programs during all phases of program execution • Demonstrated ability to tailor Systems Engineering processes commensurate with program context and needs • Demonstrated ability to define and tailor system level documents and requirements and decompose those to subordinate levels. • Demonstrated experience in requirements identification and decomposition, system concept definition, system trades and architecture development, system CONOPS generation, applying project risk management processes to identify, analyze, respond, and manage program risks, and coordinating mUltiple engineering development projects into a single, comprehensive program
One Expert Lead Systems Engineer shall possess the following minimum qualifications: • Demonstrated expertise in systems engineering, or technical management. • Demonstrated experience managing a variety of complex technical programs in different disciplines • Demonstrated experience managing multi-disciplined, multi-project engineering programs • Demonstrated experience in developing systems engineering programs or technical management programs • Demonstrated communication skills (written, verbal, visual, electronic. face-to-face) and interpersonal skills (listening, group facilitation) skills
